How to Apply for SSDI Benefits in Minnesota

Applying for Social Security Disability Insurance (SSDI) is one of the most consequential decisions a disabled worker can make. The process is lengthy, the rules are strict, and the majority of initial applications are denied. Understanding how the system works in Minnesota — and what steps to take at each stage — can be the difference between a successful claim and years of unnecessary delays.

Who Qualifies for SSDI in Minnesota

SSDI is a federal program administered by the Social Security Administration (SSA), but the process of evaluating medical evidence is handled at the state level through Minnesota's Disability Determination Services (DDS), located in St. Paul. This agency reviews your application and makes the initial medical decision on your behalf.

To qualify for SSDI, you must meet two distinct requirements:

  • Medical eligibility: You must have a medically determinable physical or mental impairment that has lasted — or is expected to last — at least 12 months, or is expected to result in death. The condition must prevent you from performing any substantial gainful activity (SGA).
  • Work history: You must have accumulated enough work credits. In 2025, one credit equals $1,730 in earned income. Most applicants need 40 credits, 20 of which were earned in the last 10 years. Younger workers may qualify with fewer credits.

Minnesota residents who lack sufficient work history but have limited income and resources may instead qualify for Supplemental Security Income (SSI), a separate needs-based program. Many applicants file for both simultaneously.

How to File Your SSDI Application in Minnesota

There are three ways to submit an SSDI application:

  • Online: At ssa.gov, which is available 24 hours a day and is the fastest method for most applicants.
  • By phone: Call the SSA at 1-800-772-1213, Monday through Friday, 8 a.m. to 7 p.m.
  • In person: Visit your local SSA field office. Minnesota has offices in Minneapolis, St. Paul, Duluth, Rochester, St. Cloud, and other cities across the state.

When you file, gather the following documents in advance to avoid delays:

  • Birth certificate or proof of age
  • Social Security card or number
  • Proof of U.S. citizenship or lawful residency
  • W-2 forms or self-employment tax returns for the past year
  • Medical records, doctor contact information, and a list of all medications
  • Work history for the past 15 years
  • Banking information for direct deposit

The more complete and organized your application, the faster Minnesota DDS can process your case. Missing documentation is one of the leading causes of processing delays.

The Five-Step Evaluation Process

The SSA uses a five-step sequential evaluation to determine whether you are disabled. Minnesota DDS applies this same framework when reviewing your file:

  • Step 1 — Substantial Gainful Activity: Are you currently working and earning above the SGA threshold? If yes, you are generally not eligible.
  • Step 2 — Severity: Is your condition severe enough to significantly limit your ability to perform basic work activities?
  • Step 3 — Listed Impairments: Does your condition meet or equal a condition in the SSA's Listing of Impairments (the "Blue Book")? If yes, you may be approved automatically.
  • Step 4 — Past Work: Can you perform any of your past relevant work despite your limitations?
  • Step 5 — Other Work: Can you perform any other type of work that exists in significant numbers in the national economy?

If the SSA determines you cannot perform any work at Step 5, you will be found disabled and approved for benefits.

Minnesota Processing Times and What to Expect After Filing

After submitting your application, Minnesota DDS will review your medical records. This initial decision typically takes three to six months, though complex cases can take longer. During this time, the agency may schedule a Consultative Examination (CE) with an SSA-approved physician if your existing medical records are insufficient.

Statistically, approximately 65 to 70 percent of initial SSDI applications are denied. Do not treat a denial as the end of your claim. Minnesota applicants have the right to appeal through a multi-stage process:

  • Reconsideration: A different DDS examiner reviews your file. The deadline is 60 days from the denial notice plus a 5-day mail allowance.
  • Administrative Law Judge (ALJ) Hearing: If reconsideration is denied, you can request a hearing before an ALJ at one of SSA's Office of Hearings Operations locations. Minnesota hearings are held in Minneapolis and other regional sites. This is where the majority of successful claims are won.
  • Appeals Council: If the ALJ denies your claim, you may request review by the SSA's Appeals Council.
  • Federal Court: As a final step, you may file suit in U.S. District Court for the District of Minnesota.

Each appeal stage has strict deadlines. Missing a deadline can force you to start the process over and potentially lose your original application date — which matters because SSDI back pay is calculated from your established onset date.

Protecting Your Back Pay and Avoiding Common Mistakes

If approved, you will receive back pay covering the period from your established onset date through your approval date, minus a five-month waiting period. For many Minnesota claimants, this can amount to tens of thousands of dollars. SSDI benefits are paid monthly and also make you eligible for Medicare after a 24-month waiting period.

Several mistakes can damage your claim at any stage:

  • Failing to follow prescribed treatment without a valid reason
  • Not reporting work activity or earnings accurately
  • Gaps in medical treatment that suggest your condition is not as severe as claimed
  • Submitting an incomplete or inconsistent work history
  • Missing appeal deadlines

Minnesota applicants should also be aware that the state offers limited additional assistance through programs like Medical Assistance (Medicaid), which may be available during the SSDI waiting period for those with low income. The Minnesota Department of Human Services can provide information on bridging programs while your claim is pending.
