SSDI Reconsideration in Arizona: What to Expect

Receiving a denial letter from the Social Security Administration is discouraging, but it is far from the end of the road. The majority of initial SSDI applications in Arizona are denied — often for technical reasons or insufficient medical documentation rather than a fundamental lack of eligibility. The reconsideration stage is your first formal opportunity to challenge that decision, and understanding how the process works can mean the difference between a continued appeal and an approved claim.

What Is SSDI Reconsideration?

Reconsideration is the first level of the SSDI appeals process. After an initial denial, you must request reconsideration before you can request a hearing before an Administrative Law Judge (ALJ). During reconsideration, a different SSA examiner — one who was not involved in your original determination — reviews your entire case from scratch. This reviewer will look at your existing medical records, any new evidence you submit, and the basis for the original denial.

It is important to understand that Arizona participates in the standard SSA appeals process. You have 60 days from the date on your denial notice to request reconsideration, plus an additional five days that SSA allows for mail delivery. Missing this deadline can forfeit your right to appeal the original decision, forcing you to restart the application process entirely.

Statistically, reconsideration has a low approval rate nationally — typically around 10 to 15 percent. This does not mean the step is pointless. Completing reconsideration is a mandatory procedural requirement before you can advance to the ALJ hearing level, where approval rates are significantly higher. Skipping it is not an option if you want to pursue your claim further.

How to Request Reconsideration in Arizona

Arizona claimants can file for reconsideration in several ways. The fastest method is online through the SSA's official website. You can also call the SSA directly at 1-800-772-1213 or visit your local Social Security field office. Arizona has field offices in Phoenix, Tucson, Mesa, Scottsdale, Glendale, Tempe, Flagstaff, and other cities throughout the state.

When submitting your reconsideration request, file Form SSA-561-U2, the Request for Reconsideration. Along with this form, consider submitting:

  • Updated medical records from any treating physicians, specialists, or hospitals since your initial application
  • A Disability Report — Appeal (Form SSA-3441) documenting any changes in your condition or new symptoms
  • Records of new treatments, hospitalizations, surgeries, or diagnostic tests
  • Statements from treating physicians that specifically address your functional limitations
  • Work history documentation if any employment information was incorrect in the original review

Do not simply resubmit the same information that was already considered. The reconsideration examiner will apply the same rules to the same evidence and is likely to reach the same conclusion. New, detailed medical evidence is your most powerful tool at this stage.

What Happens During the Arizona Reconsideration Review

Once your request is received, your case file is transferred to the Arizona Disability Determination Services (DDS) office, which operates under contract with the Social Security Administration. Arizona DDS examiners handle the medical analysis of your claim, often working alongside medical consultants who review your records.

The examiner assigned to your reconsideration will assess whether your impairments meet or equal a listing in SSA's Listing of Impairments (also called the "Blue Book"), and if not, will determine your Residual Functional Capacity (RFC). Your RFC describes what work-related activities you can still perform despite your limitations — sitting, standing, lifting, concentrating, and so forth. This RFC is then compared against jobs that exist in the national economy.

Arizona's labor market data may be referenced in vocational analysis, but SSDI determinations focus on the national economy rather than local Arizona job availability. However, factors like your age, education, and prior work history in Arizona-based industries are all relevant to the analysis.

The reconsideration review typically takes three to six months in Arizona, though timelines vary based on case complexity and office workload. You will be notified in writing of the determination once it is complete.

Common Reasons Reconsideration Is Denied in Arizona

Understanding why claims fail at reconsideration helps you address those weaknesses proactively. The most frequent reasons include:

  • Insufficient medical documentation: Treating physicians often document diagnosis and treatment but fail to describe how a condition limits daily functioning or work-related activities.
  • Gaps in treatment: SSA may question the severity of your condition if your treatment records show inconsistent follow-up care. If cost or access is a barrier — a real issue in rural Arizona counties — document those reasons explicitly.
  • Failure to follow prescribed treatment: If you are not following recommended treatment without a medically documented reason, SSA may determine your condition could improve with compliance.
  • RFC assessment disagreement: DDS medical consultants often assign a higher RFC than your treating physicians would support. Without a detailed treating source opinion, the consultant's assessment typically controls.
  • Subjective symptom credibility: SSA evaluates whether reported pain and limitations are consistent with the objective medical evidence. Detailed, consistent documentation strengthens credibility.

Your Options After a Reconsideration Denial

If reconsideration is denied, you have 60 days to request a hearing before an Administrative Law Judge. This is where the process becomes significantly more favorable for claimants. At the ALJ hearing level, you appear in person before a judge, present testimony, and have the opportunity to cross-examine vocational and medical expert witnesses called by SSA.

ALJ approval rates in Arizona are considerably higher than reconsideration approval rates, and the hearing is your first real opportunity to tell your story to a decision-maker who will hear you directly. This is also the stage at which legal representation makes the most measurable difference.
